S. 275 & H.R. 2 Children's Health Insurance Program Reauthorization Act of 2009 - (Sec. 3) Makes the amendments made by this Act effective on April 1, 2009, regardless of whether final regulations have been promulgated to carry them out.  Allows certain state plans under Titles XIX (Medicaid) or XXI (State Children's' Health Insurance Program (SCHIP)) of the Social Security Act (SSA) that require state legislation to meet additional requirements imposed by this Act additional time to make required plan changes.  Provides for coordination of SCHIP funding for FY 2009. S. 408 & H.R. 479 The Wakefield Act - Amends the Public Health Service Act to: (1) extend by one year the length of time for which a grant may be awarded under the emergency medical services for children grant program, which allows the Secretary of Health and Human Services (HHS) to make grants to states or schools of medicine to support projects to expand and improve emergency medical services for children who need treatment for trauma or critical care, and (2) authorizes appropriations for such grant program for FY 2010 - FY 2014. S. 1508 & H.R. 3393 Improper Payments Elimination and Recovery Act of 2009.  Requires each Executive Agency, as defined in Section 102 of Title 31 of the U.S. Code, in accordance with the guidance from the Office of Management and Budget to periodically review all programs and activities administered that may be susceptible to significant improper payments.  Improper payments are defined as any payment that should not have been made or that was made in an incorrect amount, including overpayments and underpayments, under statutory, contractual, administrative, or other legally applicable requirement. Requires each federal and state court to recognize any lawful notarization occurring in or affecting interstate commerce which is made by a notary public licensed or commissioned under the laws of a state other than the state where the court is located. H.R. 4851 Continuing Extension Act of 2010.  Section 2 - Amends the Assistance for Unemployed Workers and Struggling Families Act and Amends the Unemployment Compensation Extension Act of 2008.  Section 3 - Amends the American Recovery and Reinvestment Act of 2009 (ARRA) to extend through May 31, 2010, premium assistance for COBRA benefits.  Section 4 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to extend through May 31, 2010, the 0% update to the conversion factor in the Medicare physician payment computation. Section 5 - Amends SSA titles XVIII (Medicare) and XIX (Medicaid) with respect to the prohibition against incentive payments to hospital-based eligible professionals for use of certified electronic health record (EHR) technology. Redefines "hospital-based eligible professional" to repeal its application to outpatient settings, thereby permitting incentive payments to an eligible professional who furnishes services in an outpatient clinic. Section 6 - Amends the Department of Defense Appropriations Act, 2010 to extend the use of 2009 poverty guidelines through May 31, 2010.
