DHA Applauds Joint Order Allowing for Additional Staffing in DE Hospitals

12/02/2020

Responding to concerns about staffing challenges in the wake of increasing COVID-19 cases and hospitalizations, Governor John Carney announced yesterday that a very important joint order was signed by the Delaware Division of Public Health (DPH) and the Delaware Emergency Management Agency (DEMA). The joint order signed December 1st once again allows licensed out of state health care providers, Delaware providers with inactive licenses (such as retirees), and certain student practitioners to provide healthcare services in Delaware hospitals.

Specifically, under the order, all health care providers – including physicians, pharmacists, respiratory therapists, physician assistants, paramedics, emergency medical technicians, practical nurses, professional nurses, advanced practice registered nurses, physical therapists, physical therapy assistants, occupational therapists, occupational therapy assistants, speech language pathologists, and nursing assistants – who are licensed in another jurisdiction, or who have had an active license or certification in DE within the last five years which is now inactive, expired, or lapsed, can provide in-person healthcare services in Delaware hospitals.

Students (or recent graduates that are not yet licensed) that may practice in Delaware hospitals with appropriate supervision include: nursing students, medical (Doctor of Medicine or Doctor of Osteopathy) students; respiratory care program students; physician assistant or surgeon assistant astudents; occupational therapy or occupational therapy assistant students; physical therapists or physical therapist assistant students; speech language pathology students; and certified nursing assistant students.

DHA thanks Governor Carney, DPH Director Karyl Rattay, DEMA Director AJ Schall and their teams for providing this much-needed assistance as Delaware hospitals continue to manage the recent uptick in COVID-19 patients.
